Raleigh man bags $1 million scratch-off prize

Cesar Rubio of Raleigh tried his luck on a $50 scratch-off and won a $1 million prize.

Rubio bought his lucky $10 Million Spectacular ticket from EP Mart on Atlantic Avenue in Raleigh.

When Rubio arrived Thursday to collect his winnings, he had a decision to make. He could choose to receive his prize as an annuity of $50,000 over 20 years or a lump sum of $600,000. He chose the lump sum of $600,000 and, after required state and federal tax withholdings, took home $429,014.

The $10 Million Spectacular game debuted in December with five top prizes of $10 million, 20 prizes of $1 million and 20 prizes of $100,000. Three $10 million prizes, 13 $1 million prizes and 12 $100,000 prizes remain to be claimed.

Sales of the $50 ticket must be dropping. We had a $10 million ticket win and a $1 million dollar ticket win from Hickory, NC, and now a $1 million dollar ticket win from Raleigh, NC. LOL must be time for a new $50 ticket to come out soon, because there has been a burst (7) of $100K -10 Million winning ticket since April 5. Now time to get rid of the dudes as sells increase. Congrats on the win! I have to say it cracks me up when some post that "Another Big Prize Won In Raleigh, Charlotte, etc...While anyone with basic statistics nows that a larger population of players SHOULD have a larger distribution winners. HOWEVER, looking below the surface, the winners are actually winning in towns/cities with populations less than 40 people that are lumped in with the bigger city. NCEL stat CLEARLY show this pattern! Facts speak for themselves
