Shaheen most recently served as the MUSL association’s vice-president. He also has served as chairman of MUSL’s marketing committee and chairman of the game group committee. The Multi-State Lottery Association is a government-benefit, non-profit association entirely owned and operated by the member lotteries. The Board is comprised of lottery directors from each of the 32 member lotteries. Powerball® is the association’s best-known game. Powerball is currently sold in 32 lottery jurisdictions. Other games sold through the association include Hot Lotto®, Wild Card and 2by2. As board president, Shaheen will oversee the board and its duties that include such items as the establishment of member policies; oversight of association financial matters; approval of lottery membership in the association; approval of a product group’s rules; exclusive approval of policies for compliance with the association’s standards of integrity, security and financial soundness; and authority over all other items not specifically placed under the authority of a product group, a committee or the bylaws. Shaheen has been executive director of the NCEL since Nov. 17, 2005. He arrived in Raleigh on December 5, 2005, and at a record pace of less than four months, launched the NCEL on March 30, 2006. Since its inception, the NCEL has transferred over $1.136 billion to the State’s Education Lottery Fund. Shaheen was previously the chief executive officer for the New Mexico Lottery Authority for over five years, and prior to that he was the executive vice president of operations and administration for the Georgia Lottery Corporation. Before arriving in North Carolina, he spent 18 years with four of the most successful lotteries in the United States: Florida, Texas, Georgia and New Mexico. Shaheen has more than 27 years of management experience, including management positions with Eastern Airlines and a family retail business. He is a Michigan native and graduate of Wayne State University with a degree in business administration.
