As a testament to our success in this area, independent auditors conducting the annual financial audit have issued a "clean opinion" - the highest review possible – every year so far.

Five-Year Strategic Plan

The NC Lottery Strategic Plan provides a road map that sets and prioritizes the goals that will guide the lottery’s growth and ensure it achieves its mission over the course of the next five years. This plan provides a shared vision for the future of the NCEL, our players, stakeholders, and lottery beneficiaries. It was unanimously adopted by the Commission in September of 2015.

Annual Comprehensive Financial Reports

The Annual Comprehensive Financial Report (ACFR, previously CAFR) details the lottery's revenues, assets and expenses. Fourteen times, the NC Lottery has received the Certificate of Achievement for Excellence in Financial Reporting. It is given to governmental bodies that exceed the minimum standards of generally accepted accounting principles and is the highest form of recognition given by the Government Finance Officers Association.

Popular Annual Financial Reports

The Popular Annual Financial Report provides an overview of the lottery's financial condition. It is meant to convey financial information to the general public. Fourteen times, the NC Lottery has received the Award for Outstanding Achievement in Popular Annual Financial Reporting. The honor is conferred by the Government Finance Officers Association.

Who Plays the Lottery?

Have you ever wondered who plays the lottery? Turns out that, demographically, lottery players look similar to the overall population of our state.

In 2018, the NC Lottery partnered with Ipsos, a research and polling firm, to conduct a survey study to get a better understanding of who our players are. The results confirmed what we see every day: Folks who play the lottery come from all walks of life and represent a cross-section of North Carolinians. We wanted to share the survey results with you too. You can view them here.

We conducted the survey to ensure we have a good understanding of who plays our games. With that knowledge, we can do a better job of making sure we sell and market lottery games in a responsible way.

Attend a Drawing

The NC Lottery’s Security Department conducts all draws. At every drawing, there are at least two lottery employees in attendance: the primary draw specialist and the secondary draw specialist. There is also an external auditor from a firm of independent certified accountants present. The independent auditor must attest that each drawing is conducted according to a set of written procedures. If the auditor believes any part of the draw procedure has been compromised, he/she has the authority to stop a draw.

All draws are open to the public.

In order to attend a draw, you must register with the Security Department by calling 1-888-732-6235. For viewing a drawing held during normal business hours, the visitor must register 72 hours in advance of the drawing. For a drawing held outside of normal business hours, the visitor must register at least one week in advance.
