What do big winners do with their money?

Some give a big chunk of it away. A recent example is the story of William R. “Randy” Smith, former sheriff of Berkeley County, West Virginia. “I feel like the luckiest man in the world,” he said last August, as he claimed his $79 million Powerball jackpot. Less than a year later, The Martinsburg Journal-News reports that Smith has donated $1.5 million to build a new recreation center:

A recreation official said Smith’s donation should be enough to pay for the entire project, except for furnishings. Another compared Smith’s generosity and selflessness to the power of nature. “It's kind of like the snowflake story, where one little snowflake doesn't accomplish a whole lot, but you put enough of them together to form a big storm and you can have a major, major impact,” he said. “It’s like Randy came in with the force of a blizzard wind.”

@ 40SOME - virtually all ticket sale revenue comes back to NC. For FY10 which ended last June, the breakdown is: 58.59% paid in prizes; 30.22% went to the state of North Carolina to benefit education; local N.C. retailers earned 6.99% in commissions; the lottery's expenses, which are less than 5% of revenues, have fallen every year as a percentage of revenue. Gaming systems services: 1.59% to firm required to open an office in North Carolina to be awarded the contract; salaries/wages/benefits at 1.07% obviously is paid to N.C. residents; and the lottery's advertising budget, which was .98% of revenues, goes to an NC-based ad agency and North Carolina vendors whenever possible; Administrative expenses of .48% benefit N.C. businesses whenever possible; .08%, by law, goes to fund compulsive gambling services.

What percentage of all the revenue stays in our state? Are the mounds of paper used derived from our local timber industry? Are the tickets printed here. Are we sending more money out of state than we generate for education?
