Due to adverse weather conditions from heavy rains, the Wilmington claims office of the N.C. Education Lottery will operate on a three-hour delay on Monday, Oct. 5, opening at noon.

At this time, lottery headquarters in Raleigh and other regional offices and claims centers are operating on a normal schedule.

For more information about the Education Lottery, visit its website at www.nc-educationlottery.org or call (919) 301-3308.

@ TENNIS1965 - For many years until the Lucke-Rewards program started, the lottery's policy was that retailers were not allowed to return winning tickets. We have since changed that policy so that now, if specific procedures are followed, a winning ticket can be returned – but stores are not required by the lottery to do it. Some stores have their own rules about keeping winning tickets as proof that a prize has been paid out. Because of that we advise players they should not expect every location to return a winning ticket and encourage you to enter tickets in the Lucke-Zone before cashing them in for prize money.

i have a question please answer and clarify? why do retailers still tear up the scratchers? when u ask them to not do that so u can put them in luckey-zone? how can they stop doing that? why?? some people like myself put tickets in and would love to use the winners/nonwinners..... i told one clerk it didnt matter if they tore it up or not am i right after they paid out the winning? just need u guys to let the retailers know so they stop destroying the tickets when people want and need those scratchers!
