Wadesboro store sells $110K Cash 5 jackpot ticket

The only ticket that matched all five winning numbers was sold 52 miles east of Charlotte at Tim's Convenience on East Caswell Street in Wadesboro. The winning numbers were 2-28-34-35-39.

Since no one had matched all five winning numbers for Sunday’s drawing, the jackpot increased from $100,000 to $110,000 for Monday night.

Big Winners

Tuesday’s jackpot reset to $100,000 – double the amount of the usual amount. For the entire month of July, thanks to the Cash 5 $100K Days promotion, Cash 5 players will have the chance to win at least $100,000.

This win is bound to cause excitement in the small Anson County town, with a population of around 5,600.

Congratulations to the newest winner, and good luck to everyone playing in the upcoming drawings.

Thanks for the invite LZ but I can't waste a whole day away from the farm. Besides any organization will follow the rules when they know someone is looking. Remember integrity is doing what you are supposed to do when no one is looking.NC Lottery
The integrity of our games is of the utmost importance. That's why we have policies and procedures in place to ensure we follow best practices and undergo a biennial security audit. We post and respond to your questions and concerns in an effort to be clear and transparent about how things work.

I recently enrolled in Luke-Rewards, and I have two questions: (1) Are the entry codes the same for the ticket that I cash in and the corresponding exchange ticket?; (2) Do I have to enroll in each promotion and drawing individually or am I automatically entered in each one according to the number of points earned? NC Lottery
Thanks for joining Lucke-Rewards! Please call our customer service team between 8 a.m. and 5:30 p.m., Monday through Friday, at (877) 962-7529 so that our staff can talk through your questions with you :-)

@ 87SUPERGLIDE (3/3) -The random number generator used for Lucke-Rewards, second-chance and promotional drawings is independently certified. The certification includes two parts: A source code review to ensure every line of the system's source code contains no malicious or extra lines of code, and a review of data samples provided by the RNG. The lottery undergoes a biennial security audit to ensure we are following best practices to ensure fairness to all players and to meet our commitments to operate responsibly. You are welcome to contact our security division to arrange a time for you to come to lottery headquarters to observe the process in person.

7/24/2017 11:58 - NC Lottery

@ 87SUPERGLIDE (2/3) - Although the lottery is not required by statute to have an auditor present for drawings where prizes of less than $5,000 are awarded, we do have a member of our internal audit staff present for those drawings without exception. In fact, the room that houses the random number generator cannot be accessed without members of both the lottery's security and audit staff present.

7/24/2017 11:57 - NC Lottery

@ 87SUPERGLIDE (1/3) - There is indeed a mandatory process conducted by our finance department to review every instant game after it ends to account for all ticket inventory that is then reviewed by internal auditors. We should have stated it that way back in November when you asked about it. So we apologize, again, for not being as clear as possible.

7/24/2017 09:33 - Mike S.

LZ – that was quite a lengthy response, bottom line scratch off games are NOT audited and they represented $1.6B, or 69%, of the NCEL revenue in FY16. Another revelation is under NC General Statute 18C-132(a) is that for any drawing under $5K an auditor is not required to be present nor is the equipment used in the drawing required to be inspected by an independent CPA or auditor. With those exceptions, over 90% of the second chance drawings do not have those additional layers of scrutiny. You’ve stated numerous times that “…all lottery drawings are done with an auditor present…” I don’t believe that to be true given the statute and statements in previous blogs that 2nd chance drawings are conducted when the draw staff and auditors are available.

I gripe and complain just as much, maybe more, but some people have no business buying these scratch-off tickets. They do not know what to look for and I have helped a couple of elderly ladies with theirs and I have found some in trash cans that were winning tickets. My husband found an ultimate ticket laying by our truck someone had balled up and thrown away with $30 win on it and you bet we got that money. If there was some way to help the elderly with this problem it should be done maybe the store employees should tell all to scan their ticket. There was a $200 ticket in trash at store here but I hate to say we did not get it. Some of these tickets are getting thrown away and that is sad, but if I find one it is mine!!

7/23/2017 02:18 - Sanjay B.

My one suggestion for Scratch off is when there are few tickets left it should go as a random draw and draw at specific date and time like promotional draw date. People should buy tickets online and wait for draw happen.

7/23/2017 08:09 - michael e.

Oh well I never win a 1.00 in any game such a rip off winners are always from large city's and so I say congrats to all winners really good luck . NC Lottery
We wish every ticket could be a lucky one, but that is just not the case. If you were to move to a large city, you'd have more neighbors; if you moved to a tiny town you'd have less. But what everyone would have in common in all those places is each individual would have the exact same chance of winning a lottery prize!

7/21/2017 04:52 - bradley s.

Just don't buy that theory. I can see 1, if that of 3 Big 4mil-1mil Tics being lost or trashed, but NOT ALL 3. Shake my head . NC Lottery
We always want to award top prizes to scratch-off winners. We appreciate players and want them to have positive, winning experiences.

7/21/2017 03:34 - Dennis C.

It was a good card and probably the last of its kind and the last decent $20 card to be offered with the odds to win that one had. RIP Spectacular.

7/21/2017 02:07 - Danny P.

Hope mine never flies out the window. Very unlucky person!

7/21/2017 10:29 - Tony T.

those top three prizes were activated and presumably sold but not claimed ...whaaaaaaaaa?! NC Lottery
No way to know what happened. Maybe one person didn't realize they won. Another might never have even scratched the ticket. Could have flown out the car window or gone through the washing machine. Until someone shows up at HQ with a ticket, we don't know the backstory. We left tickets for this game on sale many months longer than usual in the hopes folks would show up to claim the big prizes. When prizes go unclaimed, half the money goes back into the prize pool for future games and the other half goes to education. Our hope always is that all the top prizes are claimed so that we can celebrate the big wins and draw attention to the prizes players can win.

7/20/2017 03:31 - NC Lottery

@87SUPERGLIDE (3/3) In response to detailed questions from players, we do our best to do any necessary research and share responses that will make sense. We used the more casual term “post-game audit” instead of the more complicated “end-of-game reconciliation process.” We could have done a better job back in November describing what review happens after an instant game ends. We understand that in the moderation business, you’re only as good as your last answer.

7/20/2017 03:31 - NC Lottery

@87SUPERGLIDE (2/3) In the case of $4,000,000 Multiplier Spectacular (Game 380), because of the three large prizes that went unclaimed, the lottery initiated a separate process undertaken by the ticket printing vendor to identify the fate of the tickets that ultimately went unclaimed. This is a request seldom made because it involves highly secure information. The lottery left Game 380 on sale long after its popularity had declined in the hopes that the winning tickets would be sold and presented for claim. As you mention, that review determined that the three tickets in question were part of packs activated and sold in three places.

7/20/2017 03:31 - NC Lottery

@87SUPERGLIDE (1/3) The answer you received in response to your formal request was correct – the lottery does not conduct what is specifically labeled a "post-game audit" for every instant game. The lottery's finance department does, in fact, conduct an end-of-game reconciliation process after the claim deadline passes for every instant game. That process verifies total sales, total payouts, and accounts for unclaimed prizes at every level and any inventory of returned, damaged, stolen, or missing packs of tickets. The reconciliation is reviewed by the lottery's internal auditors, who report to the state-appointed lottery commission. All of the lottery’s financial and gaming systems operations are subject to annual financial and IT audits and a biennial security audit by independent outside auditors.

7/20/2017 09:39 - Janet B.

You said it correct small town population! Winners these towns repeatedly win.The money is normally spent back in the towns. Maybe makes sense for the towns but not fair to all the many people that play in larger county's that spend the most to make it profitable.NC Lottery
Hi Motherlove- It's important to understand how the money raised by the lottery is distributed. Money raised from ticket sales in all counties goes into an education fund. The state then uses that money to pay for different programs that benefit every county. You can read more about how much your county has benefited from lottery dollars by going to the following:http://www.nc-educationlottery.org/beneficiary.aspx

7/20/2017 07:58 - Mike S.

I received a response to my Public Records Request concerning the $4M Multiplier Spectacular, game #380. Thanks NCEL. My PRR requested a copy of the post-game audit, as moderators referred to on 11/2/16. Game 380 ended with 2 -$4M and 1 - $1M prizes left. The 3 top prizes remaining “were activated and presumably sold” in Charlotte, Raleigh and Dunn. No surprise there. But the surprise I did get from the NCEL was “I want to clarify that the NCEL does not perform any post-game audit for our instant scratch-off games.” This contradicts the blog reply of “…And after a game is ended, the entire history of the game is audited again to reconfirm.” This is disturbing in that scratch off games are not audited after ending to ensure they conform to the build sheets, prizes where included in the game as published and all of the tickets were accounted for. What’s even more disturbing is that 700K+ LZ members were wrongly mislead by the moderators comments and trusted that there were audits being conducted.

The winners, at least 90-95% are from areas including Charlotte and East of that area to the coast. If all that part of the state are buying that percentage of total chances sold of the scratch cards, cash 5, powerball, and megamillions; then, I guess that makes sense. Just look at a map of the state, red dot where the winners are located for the results
