LZ - Ok, so why do the rules for the Wheel of Fortune and the Vegas trip state the winner is responsible for taxes? Previous "experience" 2nd chance drawings specifically state the NCEL would pay the taxes.NC Lottery
Hi Mike, Can you share where you are seeing that? In the official rules for the MGM Casino Cash second-chance drawing, it is stated that "winners are subject to minimum Federal and State taxes and other State withholdings, as required by law". Here's a link to last year's Carolina Cash second-chance drawing rules, where the same is stated: https://www.nclottery.com/Content/Docs/SCD%20Carolina%20Cash%202018%20Second%20Chance%20Drawing%20Rules.pdf.

LZ - I noticed on the Wheel of Fortune and the Vegas second chance promotions rules state the winners are responsible for state and federal taxes. Is this a change in policy as the other 2nd chance drawings, e.g. Colossal, NCEL pays the taxes?NC Lottery
Hey there Mike! Looks like you've got it backwards. With our second-chance drawings that offer cash prizes, e.g. Colossal Cash, the player would pay applicable state and federal taxes--just like if they won a scratch-off or draw game prize. For the second-chance drawings that offer an experience, like a trip to Los Angeles or Las Vegas, we cover applicable state and federal taxes. Our goal is to offer players a chance at fun experiential prizes without having to worry about owing taxes after the fact. Hope this helps!
