Wake County man’s ‘dream’ comes true with $1 million lottery prize

Roosevelt Howard of Raleigh’s dream of winning a big lottery prize so he could buy a new home came true this weekend when he won a $1 million top prize.

On Saturday, Howard stopped at the Circle K on South Saunders Street in Raleigh and purchased a few lottery tickets, including his lucky $10 Red Hot Riches ticket. “I usually don’t buy this ticket that often,” said Howard. “But Saturday evening I said I’d get one and it just happened to be the right one.”

The following morning, Howard took his tickets out to the front porch. “I said I’d scratch my tickets off before I get to grilling and see what I got,” he said.

Once Howard started scratching his winning ticket, more and more “flame” symbols started revealing themselves.

“I saw three to start with and said, ‘Well at least I got my money back,’” he recalled. “And then I kept going and kept seeing more little symbols, and when I got to ten of them, I hadn’t even looked at the ledger to see what ten of them amounted to for the prize! I counted them again to make sure I had won $1 million.”

Howard claimed his prize Monday at lottery headquarters in Raleigh. He had the choice of taking the $1 million as an annuity of 20 payments of $50,000 a year or a lump sum of $600,000. Howard chose the lump sum and after required state and federal tax withholdings he took home $424,503.

“I’ve always had a dream of winning something like this,” said Howard. “Knowing that I can buy my wife a new home and just help some family members and some other people in need, Thank the Lord.”

Howard, a forklift driver for 46 years, says his big win won’t change his work ethic. “I could retire if I wanted to but I’m going to keep working because I enjoy what I’m doing,” he said.

Red Hot Riches launched in May with four top prizes of $1 million. One top prize remains to be won.

@Shelia...I have worked in the printing Field for over 35 years. These tickets are printed and a list is supplied to the NC peeps ..this list details the rollnumber..ticket number and if it's a Winner or loser. My question to lottery peeps is...are the rolls released to retailers in order? NC Lottery

Yes George I meant 1 in 10,000 which are still low odds in comparison to scratch off games which is why the location of winners should be more diverse.

the odds of hitting the pick 4 is 1 in 10,000. No mater if you pick 1234 or 6789 or 4444. No mater where you live. No mater what the numbers were a day, a month or a year before.

No reply? Which response is correct? That game seems to be rigged for certain ares and I could only imagine what the data for Pick 3 would show. Is it true NC Lottery doesn't have to operate under the same false advertising laws as every other business in NC?NC Lottery

Are you sure about that? Here's the post by NC Lottery that states otherwise saying internal auditors are used on games with winnings under 10,000 which would explain why it seems rigged. Hey NC, The lottery uses a member of our internal audit staff when the top prizes is under $5,000 and when the total prizes are under $10,000. For example, if the drawing was for 5 winners of $3,000 each, we would utilize an external auditor since the total being awarded exceeds $10,000. For a drawing where there were 2 winners of $4,000, we would use an internal auditor since both the individual prize is less than $5,000 and the total being awarded is less than $10,000. This only applies to our internal Lucke-Rewards and promotional drawings. For our draw games, an independent auditor from Thomas & Gibbs is present without exception.

My point exactly since Pick four has low odds of winning there should be a diverse winning atmosphere all the time;how are all the winners in Raleigh area this last week?-look at the Pick 4 winners list. I'll try to find the post but it was said by NC Lottery that an internal auditor was present during the drawings for Pick 3 and Pick 4 games and an outside auditor was for larger winning games. Hi there NC, All of our live drawings are attended by an external auditor from Thomas & Gibbs. This includes Cash 5, Pick 3 and Pick 4 drawings. Internal drawings like our Lucke-Rewards and second-chance drawings follow a slightly different procedure. Although the lottery is not required by statute to have an auditor present for these drawings where prizes of less than $5,000 are awarded, we do have a member of our internal audit staff present for those Lucke-Rewards and second-chance drawings without exception. It does seem the lottery is dictating where the winnings are happening. For the lottery to be random Raleigh has a lot of winners in the past couple weeks just look on the news blog page. Also look at the Pick 4 winners; for a game that's 1 in 5,000 to win one of the top prizes it seems they're in the same areas consistently which is very odd. Aren't the auditors for pick 4 games actually employees for the NC Lottery?NC Lottery
When it comes to our draw games, the odds are based off of the total pf possible combinations of numbers players can choose. Since someone in Asheville can choose the same numbers as someone out at the beach, the location of the ticket has nothing to do with it. Our games are audited by an independent auditor from the firm Thomas & Gibbs.

Hey Sheila, Very strict security procedures are in place to make sure that the first person who finds out where a lucky ticket shows up is the lucky person who buys it and scratches it. During the secure printing process, winning tickets are distributed at random throughout the entire printing run of each game. Then they're divided up into packs and the inventory is stored securely before being distributed to retailers. If you read the blog or our social media pages long enough, you'll see that we have winners in all different places across North Carolina. We get similar comments from players in every region of the state--some notice that there are many winners in the east. Some say the same thing about the west. Many think that only big cities have big winners. And some mention that a lot of big winners are from small towns.
