South Carolina man wins $100,000 in second-chance drawing

Paul Blackburn of Lancaster, S.C., entered a second-chance drawing and won a $100,000 prize.

The Jan. 5 Millionaire Maker second-chance drawing awarded one top prize of $1 million and one prize of $100,000. There were more than 1.4 million entries in the drawing.

The drawing was the second of three second-chance drawings in the Millionaire Maker game. The date of the third drawing has not been set but it will also include a top prize of $1 million and a $100,000 prize. Any Millionaire Maker scratch-off ticket is eligible for the drawing.

Blackburn claimed his prize Thursday at lottery headquarters in Raleigh and, after required state and federal tax withholdings, took home $71,010.

I too do not understand about the south carolina win.So is it just as long as you play in NC you can win? But this was an online play? For instance online drawings in VA have to have a Virginia address??? Really????NC Lottery
Hi Darlene! We use geolocation to determine a player's location when purchasing tickets online, so as long as a player is located within NC borders, they will be able to play our games, just the same as if they were travelling through our state and purchased a ticket from a traditional retailer. I m glad for him! So I have over 3000 scratch offs I save and I’m not able to enter all of them! For points! ???? as this is BS as not fare! I spent all the thousands of dollars and now they won’t let me count all my tickets to renter for 2 chance drawings as also points again! So can I save them all or should I just recycle and throw them all away!!?????NC Lottery

A view weeks ago a FL woman won Cash5 claiming she was sitting here sons house! If you play Cash5 online.. little window pops up asking if you are a resident from NC… makes no sense.. they lost my money, I don’t support NC lottery anymore. Let other States have it. I wished lots of NC residents follow my sample!

The ticket must be a NC lotto ticket, does not matter where you are when it is entered into lucky rewards. Which is great for everyone, brings in more intrest, and hopefully bigger pay outs. Congrats Mr. Blackman!

Do not understand how SC person can win this. I live in NC and if out of state, can't even purchase cash 5 online...so How? I mean, good for him, but I have never won more than 20.00...NC Lottery
Hi Betty, you are correct. You must be in the state of NC to play NC Lottery however anyone inside or outside of NC may participate in Lucke-Rewards and second-chance drawings just as long as the tickets were purchased in North Carolina. Hope this helps.
