Pamlico County man “dumbfounded” after winning $1 million prize

Ray Flowers Jr. of New Bern considered buying one scratch-off ticket, changed his mind, bought a $10 Jumbo Bucks ticket instead, and won a $1 million prize.

“Something just drew me to that one,” he said.

Flowers, 66, purchased his lucky ticket from the Fuel Market on Riverdale Road in New Bern.

“I was probably more dumbfounded than anything else,” Flowers said, reflecting back on his winning moment.

After he won, Flowers brought his ticket home to show his wife.

“She didn’t believe me,” he laughed. “She thought it was a fake ticket.”

When Flowers claimed his prize Friday at lottery headquarters in Raleigh, he had a decision to make. He could choose to take the $1 million prize as an annuity of $50,000 a year over 20 years, or a lump sum of $600,000. He chose the lump sum of $600,000 and, after required federal and state tax withholdings, took home $426,063.

“I was very relieved because I’ve been thinking about semi-retiring and this will help with that,” he said.

In addition to semi-retiring from sales merchandising, Flowers said he will help out his church and his family with his winnings.

Ticket sales from scratch-offs make it possible for the lottery to raise more than $2.5 million a day on average for education. In September, Pamlico County received a $50 million state grant from money raised by the lottery to build a new school for grades 6-12. Patrick S: The tax man just won't quit. When the winner files his tax return, additional taxes will be taken on the amount won. Crazy - and unfair.

Hey there, Patrick! With this prize, the winner could choose between a prize of $1 million over 20 annual payments of $50,000 (the annuity option), or they could choose the lump sum option of $600,000 up front. Either way, taxes would be taken out, but the choice is up to the winner. The difference in the amounts accounts for the interest that would be earned and used to pay off the annuity payments over those 20 years.
