Steven Milligan of Wilmington tried his luck on a $5 scratch-off and won a $200,000 prize.
Milligan bought his lucky Sapphire 7s ticket from the Gas Center on Market Street in Wilmington.
Milligan arrived at lottery headquarters Tuesday to collect his prize and, after required state and federal tax withholdings, took home $142,021.
Sapphire 7s debuted in December with six $200,000 prizes. One $200,000 prize remains to be claimed.

I enter a lot of the 2nd chance and lucky rewards would be a Blessing to be someone that they're trying to contact.
I got at least 17 scam calls and that was before lunch ? So I might be missing the call?
NCEL maybe you can help me with a question..I was receiving messages when I would log into my account and it would ask if the email was correctly? I replied yes. And I got so many I changed my email address. my question is have I possibly won something and not aware? I check the 2nd chance drawings online to see who has won and see several that are waiting to be announced?
