Cumberland County man wins $1 million scratch-off prize

Paul Arpin from Fayetteville tried his luck on a $30 scratch-off and won a $1 million prize.

Arpin purchased his lucky Millionaire Maker ticket from the Carlie C’s IGA on North Main Street in Hope Mills.

When Arpin arrived at lottery headquarters Friday, he had a decision to make. He could choose to receive his prize as an annuity of $50,000 over 20 years or a lump sum of $600,000. He chose the lump-sum amount of $600,000 and, after required state and federal tax withholdings, took home $427,509.

Ms Shirley B, You should already know NC Lottery DOES NOT care about giving us any trips or quads. Like I suggested WE should STOP playing for a week (if every lotto player in NC stops playing, then NC lotto will feel our pain for once.) Until then let’s not hold our breath for a trip or quad, since the Fireball it will not happen. They are taking advantage of us and yet some of us continue to spend money chasing trips and quads that will not appear. I stopped playing a month ago, I can do better things with my hard earned money.

Just wondering if he won 1 million dollars it was cut short by 400,000.00 and still had to pay almost 600,000.00 where did the other 400,00.00 go before taxesNC Lottery

The difference between the annuity and lump sum prize amounts is 40%, which would account for the interest that would be earned over time and used to pay out the annual payments if a player chose the annuity option. Winners have the choice between a $1 million annuity prize ($50,000 a year for 20 years) or a lump sum of $600,000 up front - the choice is up to them!

How crazy is this to win a million but receive less than half? That's around a 54% tax rate. Then everything purchased with the money it's taxed at an 8% rate at store or another capital gains tax off gone or vehicle which will leave you with an estimated 30%. Damn!!NC Lottery
Thanks for your comment, Melanie! There's not a luxury tax on the prize money. The winner chooses either a $1 million annuity as the prize or a $600,000 lump sum. The same tax withholding is apply to either win. With the annuity, you have the withholding done each year as you get your $50,000 annuity for 20 years. With the lump sum, it is done only one time. The lottery used to only pay the $1 million prizes as annuities, but players asked for a choice of lump sum and so we now provide winners with a choice!

This question is for the lottery headquarters, what happens to the 400,000 dollars of the million because 600,000 is not a million dollars plus you tax the 600,0000 thousand dollars so maybe y'all should stop saying people is winning a million dollars and just say 600,000, just curious and been wondering about itNC Lottery
Hi, Monica! Winners are given the choice between a $1 million payment paid out over 20 years, or a lump sum. The $400,000 difference between the lump sum and the annuity accounts for what would be earned on interest over the course of 20 years and used to pay out the $1 million prize to the winner.

Wow! Congratulations on your big win! Just wondering, if he just purchased that one ticket or several tickets to win the top prize? To just walk in,buy one ticket and win, is extremely good luck! I can't even afford to buy one, let alone several of them. So I'll have to stick with the 5 dollars or sometimes a 10 dollars one, but not that often. Oh, well, hope my time will come one day soon. I see so many winners on here, but not me. I must be so unlucky!
