James Lind of Fort Walton Beach, Fla. tried his luck on a $30 scratch-off and won a $1 million prize.

Lind bought his lucky $30 Millionaire Maker ticket from the Circle K on Yadkin Road in Fayetteville.

When Lind arrived at lottery headquarters Monday, he had a decision to make. He could choose to receive the prize as an annuity of $50,000 over 20 years or a lump sum of $600,000. He chose the lump-sum amount of $600,000 and, after required state and federal tax withholdings, took home $427,509.

40 percent tax is a bit ridiculous at least offer different annuity payments instead of $50k over 20 years I would honestly take $100k over 10 years. The lump sum after taxes is highway robbery tbh I don't understand why the government is entitled to almost half at least 30 percent at the most

30$ into 400k. I wouldn’t complain at all. That’s a dream come true and a lot more to make more !!!

Good for him. But fix the app ticket scanner. It ain’t working. I’ve seen the reviews. It’s not my phone

Yea Edith, I know what you mean! We never have any decent winning here north of charlotte… apparently Faith, Rockwell, and Granite Quarry aren’t allowed in the winnings pool

Congrats from Charlotte! Wondering how the NC Lottery withholding works for a Florida citizen since Florida has no income tax?NC Lottery
Hi, Joe! Lottery winnings are first taxed from the state in which the ticket is purchased, so this winner would be taxed at the NC rate. If a winner lives in a state with a higher tax rate, they may owe additional money to their home state, but as Florida does not have a state tax for lottery winnings, this winner would just owe taxes in NC. Hope this helps to clarify!

Have brought this up before to win a million dollars and take home less than half just doesn’t seem fair . Should be at least 800k net the lottery could make adjustments so that this could happen . You should really work on this to make it happen . You would most likely generate more play on these million dollar tickets . ThanksNC Lottery
Thanks for your comment, Rodney! Thanks for the opportunity to share more info on this! The difference between the annuity and the lump sum is not a penalty--winners are given the choice between a $1 million payment paid out over 20 years, or a lump sum of $600,000. The 40% difference between the lump sum and the annuity would be earned on interest over the course of 20 years. When the lottery began, only annuities were offered for prizes like this. Players asked to have the choice to take a lump sum, so we began offering it. It is always up to the player to choose which one to go with. Hope this helps clear things up!

All these out of state winners! Been playing for years and never win anything over $50 and that is rare.

If he would have won this in Florida, his lump sum would have been $820,000 instead of $600,000. Florida lump sum is 18% of $1,000,000 instead of 40% what NC offers you. Thank you NCEL for sticking it to us even more. As I tell people, the lump sum from NCEL is a rip off.

I live in North Carolina but I've won some in Florida and Tennessee while vacationing, I'd hate it if I couldn't play and win in other states I visited, it's just fair play.

Be nice if winning tickets would wind up in WNC
