Raleigh man bags $1 million scratch-off prize

Cesar Rubio of Raleigh tried his luck on a $50 scratch-off and won a $1 million prize.

Rubio bought his lucky $10 Million Spectacular ticket from EP Mart on Atlantic Avenue in Raleigh.

When Rubio arrived Thursday to collect his winnings, he had a decision to make. He could choose to receive his prize as an annuity of $50,000 over 20 years or a lump sum of $600,000. He chose the lump sum of $600,000 and, after required state and federal tax withholdings, took home $429,014.

The $10 Million Spectacular game debuted in December with five top prizes of $10 million, 20 prizes of $1 million and 20 prizes of $100,000. Three $10 million prizes, 13 $1 million prizes and 12 $100,000 prizes remain to be claimed.

Sales of the $50 ticket must be dropping. We had a $10 million ticket win and a $1 million dollar ticket win from Hickory, NC, and now a $1 million dollar ticket win from Raleigh, NC. Congrats on the win! I have to say it cracks me up when some post that "Another Big Prize Won In Raleigh, Charlotte, etc...While anyone with basic statistics nows that a larger population of players SHOULD have a larger distribution winners. HOWEVER, looking below the surface, the winners are actually winning in towns/cities with populations less than 40 people that are lumped in with the bigger city. NCEL stat CLEARLY show this pattern! Facts speak for themselves

Hi, Darryl! Anywhere there are more chances being taken to win—for example Raleigh or Charlotte—the odds will play out more often there over time. You'll have a larger volume of both winning and non-winning tickets in proportion with the odds. That has no effect on the likelihood of a particular ticket winning or not winning a prize, whether it be in a big city or a small town. It has to be that way in order for the lottery to be fair to everyone.
