Hertford County woman celebrates $2 million scratch-off win

Odessa Chamblee of Ahoskie took a chance on a $20 scratch-off and won a $2 million prize.

She bought her lucky 100X The Cash ticket from the Village Store on N.C. 41 in Wallace.

When Chamblee arrived on Tuesday to collect her winnings, she could choose to receive the prize as an annuity of $100,000 over 20 years or a lump sum of $1.2 million. She chose the lump sum of $1.2 million and, after required state and federal tax withholdings, took home $858,006.

Hertford County received a $15 million grant from money raised by the lottery to build the new Ahoskie Elementary School. For details on other ways money raised by the lottery made a difference in Hertford County last year, visit www.nclottery.com and click on the “Impact” section.

Hi, Christina! This winner was not doubly taxed. Top prize winners of $1 million or more generally have a choice between an annuity prize paid out over 20 years, or a lump sum up front. This winner could choose between $100,000 annual payments for 20 years, or a lump sum of $1.2 million - either way, we're required to withhold the minimum state (4.5%) and federal (24%) taxes!
